"Blue Registry" brings more transparency to VER projects

From 16 to 20 April 2007, TÜV SÜD experts present a new emissions trading platform at the international flagship trade show Energy at Hannover Messe (Hall 13, stand D67). Starting in June 2007 the "Blue Registry" certification database allows management of climate-change projects which are carried out under a simplified procedure outside the Kyoto Protocol. It serves as a contact point for project owners and parties purchasing or trading with emission credits.

Against the background of global climate change and rising energy costs, renewable energies are becoming increasingly important. Using the instrument of emissions trading set forth in the Kyoto Protocol, the United Nations advances the use of renewable energies throughout the world. TÜV SÜD supports companies and organizations realizing appropriate projects in both industrialized (Joint Implementation Projects, JI) and developing countries (Clean Development Mechanism Projects, CDM). The "Blue Registry" certification database is a new TÜV SÜD service aimed at projects carried out under simplified rules outside the Kyoto Protocol.

Lean process ensures easy handling

"In as far as their content is concerned, TÜV SÜD-certified VER projects – VER stands for "verified emission reduction" – satisfy the same requirements as projects implemented under the Kyoto protocol, but are governed by leaner regulatory processes", says Klaus Nürnberger, emissions trading expert at TÜV SÜD. VER certificates lend themselves to ensuring carbon offset and neutrality for, say, conferences, sports events, flight travel or even entire companies. VER certificates may originate, for example, from climate change projects implemented in Turkey, whose status is not fully clarified under the Kyoto Protocol. "VER projects are not registered with the United Nations", explains Nürnberger. "For this reason, we have established Blue Registry, a platform for managing this kind of projects and for trading with the emission credits generated thereby."

The database integrated into TÜV SÜD industry portal www.netinform.de, ensures trust and credibility in emissions trading, emphasizes the expert. Project owners can commission TÜV SÜD with full account management and offer their emission credits for sale via "Blue Registry". Potential purchasers can view all projects and tradable emission credits at a glance. They can choose between various credits without first having to contact the individual VER project owners. Last but not least, traders can also become registered and carry out their transfers via "Blue Registry".

"Blue Registry" will be available in June 2007 on www.netinform.de. TÜV SÜD also offers the database for green power certificates. Similar to the procedure applied to VER projects, tradable certificates from renewable power can also be registered.
