Duty to inquire pertaining to non-phase-in substances
Every potential registrant of a non-phase-in or a phase-in-substance which has not been pre-registered in line with Article 28 shall inquire from ECHA whether registration has already been submitted for the same substance.
The scope of information required is enormous and obtaining it is often difficult.
